The Fairfield County Planning Commission will meet October 12, 2015 at 9:00 a.m. This meeting is in the County Council Conference Room in the County Administration Building located at 350 Columbia Road. Q. When is a Building Permit required?
A. Building permits are required for ALL CONSTRUCTION with the following exceptions:
Detached Accessory Structures (storage buildings, etc.) that are LESS than 200 sq. ft.
Fences not over 6 feet high.
Retaining walls not over 4 feet high.
Water tanks supported on grade and not exceeding 5,000 gallons.
Sidewalks/driveways (as long as they are not over 30” above the surrounding grade).
Painting, wallpapering, tiling, carpeting, cabinets, countertops and similar finish work.
Above-Ground Swimming pools (less than 24” deep)
Swing sets accessory to a one or two family dwelling
Window awnings (supported by exterior walls) and do not project more than 54 inches from the exterior wall.
Movable shelves or equipment
Public Service Agencies - line or field work
Permits are required for:
Replacing Roof covering (no more than 2 layers of roofing allowed on house)
Door & window replacements
Decks & Guardrails
Moving of Walls
Q. Is my Contractor licensed?
A. You can find out if the person you are contracting to do work is licensed by going to the South Carolina Board of Labor, Licensing and Regulation web site.Click on license lookup, contractors, then residential builders.
Q. What are the Building Codes?
A. The South Carolina Building Code Council adopts the Building Code for all of the State of South Carolina. The current adopted codes are the 2006 International Building Code Series (Residential, Building, Mechanical, Plumbing and Gas). Beginning July 1st, 2012, the 2012 International Building Code Series (Residential, Building, Mechanical, Plumbing and Gas) will be in effect.
Q. Where can I view the Building Codes?
A. The South Carolina Building Code Council now provides free access to the adopted codes for South Carolina. You may view these codes at the South Carolina Board of Labor, Licensing and Regulation web site, under the South Carolina Building Codes Council - Building Code Information.
Q. What do I need to get a building permit to build a New House?
A. If residential see Online Documents – Application Info for Residential, Residential Accessory and Agricultural Building Permits. If other than residential or agricultural see Online Documents – Application Info for Commercial, Industrial, Assembly, Institutional Building Permits.
Q. What do I need to bring a mobile home in Fairfield County?

Q. Can I build my house myself?
A. You have the right as a homeowner to contract and/or build your house. However, all codes and regulations still apply to you. If you are contracting the house out to subs, ALL SUBS MUST BE LICENSED. We do require that you submit the names, addresses and license numbers of all subcontractors that you hire. You are required to sign a disclosure statement (see Online Documents - Building Permit-Owner Builder Disclosure Statement) stating you understand this procedure. You will also need to file an affidavit to be recorded with your deed that you did the construction as an Owner/Builder. Also as a homeowner builder, you may not rent or sale your house for 2 (two) years.

Q. Do I have to use licensed contractors?
A. YES, you DO have to use licensed contractors in all work that is performed. It is illegal to use unlicensed contractors.
Q. When do I need to call for inspections?
A. Inspections are done within one to two working days after the inspection request. Inspections called after hours will be scheduled the following working day and inspections done within one to two working days. We do our best to accommodate everyone, but, please keep in mind that due to numerous job inspections, we are not able to schedule appointment times.
Q. How much are building permits?
A. Building permits are based on written contract cost or estimated cost per square footage. Please refer to the permit fee schedule or call our office for assistance.
Q. How do I request a road name for an unnamed road?

Q. Where can I get information on my property?
A. You can view a map of your property, property owner(s), mailing address, Tax Map Number, property address, Zoning District, and appraisal information online at http://qpublic.net/sc/fairfield/.
